I am launching and information based website with integrated forum for member discussions and require a reliable cpanel or directadmin hosting provider. I will need the flexibility to upgrade as the membership grows on my website.
I am pretty knowledgeable with Web hosting, vps and dedicated servers so I am looking to really find someone who can provide one of the mentioned at a reasonable price (I can't afford hundreds of dollars or pounds per month) as the website I will be hosting is free to use and membership to the website will be free as well so I will be paying for the hosting out of my own pocket.
The website I will be running is about feline nutrition awareness, just so you know what kind of information will be on the website, and as I said above it will have an integrated forum which will require space for storage of information relating to discussions taking place on the forum. The website is not currently operational.

Agree with Rackend. Most of the providers these days offer lower level DDoS Protection for free. For Example: all our Bulgaria Servers have upto Layer 7 DDoS Protection whether you ask for it or not, its free.
But as Rackend said DDoS Attacks these days are very heavy. A routine level DDoS protected server can defend against low level DDoS Attack easily, but when there is a bigger one, then you can't do anything. In case you want to fight those big attacks then those DDoS Protected server are real expensive.
Pricing difference is huge depending on the level of protection, server specs and location.
With out an operational website yet, what do you guess the amount of traffic to be, or how many hits a day? Keep in mind and not to pour water on a fire, typically it takes a very long time for a website to catch on and have enough volume to warrant anything more than web hosting. I would recommend you to find a provider that offers web hosting, VPS, and dedicated hosting that way you can scale up when the time is right for it.

I agree with oneilonline , instead of going with a dedicated server with DDOS protection to start with you can sign up for any shared hosting plan or a budget VPS plan which later can be upgraded as per the requirements. Investing a lot of money right now is not a good choice.
I am using sharktech and its not very expensive you can definitely try them. On the other hand blockdos is good option. Staminus is another option.
For free protection you can go for cloudflare which do the job.
