Will I get control panel with my VPS which is Cheap?

that depends on which VPS control panel you decide to install which you'll need to do in SSH command line.

You can install programmes on your PC/Laptop such as putty to easily access your VPS, if you dont know how to use the command line i'd suggest doing more research on the likes of youtube before you begin.
